what were the dq,s for?

and i hate to ask cause its gonna sound like im throwing someone under a bus, but i just wanna know for my clarity.. i remember bako having a very stern position on purposly pulling a yellow. it was a 1 lap penalty if i recall. is this still in effect. cause i saw what i believe was a flat and wait for a yellow. but finished on the scoreboard.
again, i just wanna know the rules clearly.

Mini forgot about tech and passed the first yellow pole. Hobbies were told to pull air cleaner and valve cover and the 77 left.
