This deal had nothing to do with the National Sprint Tour Series...it was all to do with the track owner...here is an excerpt from their local paper from a few days ago:
----------------------------------------------------------------------

The owner of Outlaw Motor Speedway surrendered Thursday after being charged in Muskogee County District Court with one felony count of receiving or concealing stolen construction equipment.

Authorities said Gary Clay, 55, bought a John Deere construction dozer that had been stolen from the Oklahoma Agriculture Department. The dozer, which was practically new, is worth an estimated $100,000. Authorities said Clay paid $3,000 for the dozer but could not produce a receipt or bill of sale.

“He should have known what was going on,” Assistant District Attorney David Pierce said. “A good deal is one thing, but this was more like a steal.”

Pierce said those believed to have been involved with the theft hooked up to a trailer upon which the dozer and a 1993 three-ton transport truck were loaded and drove away. The equipment was reported stolen by Agriculture Department officials last December.

The equipment, court documents show, ended up in Muskogee County within a month.

Three others have been charged in this case. Arrest warrants have been issued for Tommy Leon Sipes, 44, Dewayne Milligan, 27, and Frankie Lee Sipes, 39.

All three face one count of receiving or concealing stolen construction equipment with regard to the dozer. The Sipes face one additional charge each in connection to their alleged possession of the stolen truck.

Frankie Sipes has prior convictions for knowingly concealing stolen property and embezzlement by an employee. According to court records, Sipes’ two-year sentences were deferred.

Clay is free on $5,000 bond. He is scheduled to appear in court Sept. 21 for a sounding docket, at which time a preliminary hearing should be scheduled.

If convicted, Clay and his co-defendants could face up to 10 years in prison and a fine of up to $500,000.
