Proposed 2008 SMS Hobby Stock Rules


November 25th 2007    Draft 7






 DEFINITION OF "STOCK" OR "OEM"In the following rules stock, stock OEM or OEM will mean that a part or dimension must
be from a standard production vehicle. "OEM" is the abbreviation for
Original Equipment Manufacturer.

SAFETY EQUIPMENT:
1. Rules apply at all times car is on track. Snell-rated SA2000 or SA2005 helmet required.
2. SFI-approved full fire suit required.
3. Fire retardant neck brace, gloves and shoes required.
4. Recommended but not required: Fire retardant head sock and underwear; head and neck restraints, roll bar padding optional in driver compartment
5. Minimum three inch wide five point safety belt assembly required
    5a. Must be mounted securely to roll cage
6. Driver-side window net required, minimum 16" x 20" ribbon or mesh style No zip ties or pop riveting. Hard mount only.
COMPETING MODELS:
1. 1964 or later American Manufactured.
2. Stock production sedan with steel top. Two or four door sedans OK
3. Pick-up, El Camino or Ford Ranchero OK must meet all rules.
4. Minimum wheel base 105 inches.
5. Minimum weight, with driver, anytime, 3,400 lbs.
6. No four wheel drive, No front wheel drive.
ROLL CAGE & CHASSIS CONSTRUCTION:
1. A full perimeter roll cage is required. No offset cage allowed.
2. There must be a minimum of four (4) driver side bars in the left door area.
3. Two (2) bars must extend from the top of roll cage to the rear of the frame rails.
4. One (1) bar must extend from the left side to right side of rear roll cage at floor pan level for seat belt attachment.
5. One (1) diagonal bar is required across the rear of roll cage from top to bottom.
6. One (1) bar must be installed from left side of roll bar to center part of cross bar at shoulder level for shoulder harness attachment.
7. Where roll bars are attached to the floor pan, must have steel mounting plates under and over floor pan.
     7a.OR 3/4" .095 Minimum steel tubing welded to inner frame rails inside car as cage mounting base.
8. All main cage roll bar material must be a minimum of 1 3/4" .090" wall steel tubing
9. Optional cage mounting plates must be a minimum of 4" x 6" x .125 steel.
10. Radiator protection bar and supports may be added. and consealed behind nose piece.
11. Left front kick pannel protection bars required (driver foot area)
12. No galvanized pipe. No thread pipe fittings allowed.
13. All roll cage welds must have a minimum 2" x .125" steel gussets.
14. Maximum, pipe diameter 2"
15. Additional roll bars with optional wall thickness and outside diameters may be added.
16. NOTE: To the entery level driver, owner, or race car builder, it is recommended, that purchasing a roll cage kit and following the assembly instructions carefully will be the most cost effective choice.
           All roll cage construction subject to technical inspection and approval
BODIES:
1. Fenders, doors and rear quarter panels may be interchanged with similar models as long as end result looks stock and does not effect the size or weight of vehicle.
2. No external reinforcing bars.
3. Front inner wheel wells may be removed
4. Fabricated body pannels OK
    4a. Any fabricated body part must be 22-gauge steel and appear stock
5. No fiberglass, No plastic or aluminum fenders, trunk lids or quarter panels
6. Aluminum hood OK
7. The dash and rear package tray may be replaced with sheet metal
8. No cutting away of interior and exterior sheet metal except as outlined:
    8a. All interior sheet metal with the exception of the front fire wall may be removed.
      8a1. Front fire wall must remain in stock location and completely sealed
      8a2. No enclosed driver compartment, No "coffin".
      8a3. Both front inner kick pannels may be removed.
  8b. Body sheet metal may be trimmed for tire clearance a maximum of 5" above tire on both sides of car
  8c. Rear trunk floor and outer portion of rear inner fender panels may be removed.
9. All glass and chrome trim must be removed.
10. The hood must be complete with no cutouts for the air cleaner.
11. Air cleaner must remain completely under hood.
12. Hood and deck lid must have quick pull positive hold pins.
13. Engine to driver's compartment must be completely sealed.
14. Driver to trunk area must be completely sealed.
15. Plastic nose pieces upper and lower OK
16. No rear spoilers allowed.
17. Complete stock floor pan mandatory. From front firewall to rear axle, frame rail to frame rail.
18. Stock firewall, stock location, master cylinder stock location.
19. No glass windshields allowed.
20. The complete windshield area must be covered with wire mesh with minimum ¼" openings OR Minimum three windshield bars in front of driver.
21. Number must be on both sides of car located on door.
22. Must also have number located on roof and on front of car located in approximate headlight area and taillight area.
23. Minimum number size is 18". Number lines must be a minimum of 4" and in contrasting color to the body of car.
24. No mirrors of any kind allowed.
25. Appearance of car must be kept up to track standards.
26. Must provide lifting points or eyelets front and rear to facilitate wrecker hook up
DRIVER COMPARTMENT:
1. Aluminum high-back seat only and must be bolted into the roll cage construction NOT the floor pan, using minimum 3/8-inch bolts.
2. Driver seat may be no further back than rear edge of B-pillar.
3. Dash must be flat, rear can be no higher than front, except for cowl in front of driver
4. Collapsible steering shaft only
5. Fire extinguisher minimum 2 lbs. dry-chemical must be mounted in driver's compartment. Must be accessible to the driver.
6. Steering ratio reducers allowed.
7. Quick release steering wheel OK

ENGINE COMPARTMENT:
1. Engine must be in OEM location.
2. GM and Ford metric frames must have back of fuel pump in front of cross member.
3. Frame and cross member may not be altered for engine placement.
4. Engine mount holes cannot be removed or altered on engine block.
5. No mid-plate allowed.
6. Relocation from stock, of left upper control arm mounting point ok on GM chassis. For increased positive camber

ELECTRICAL / IGNITION SYSTEM:
1. Any 12 Volt or 16 volt Battery (one only) must be moved from under hood to inside of vehicle or in trunk.
2. Battery must be enclosed in a metal box securely fastend to chassis
3. Kill switch must be labeled ON/OFF and easily reached by driver or fire safety crew
4. Gear reduction starters OK
5. Alternator not requierd
6. No two way radios allowed.
7. No After market racing application ignition systems allowed.
8. No traction controll systems allowed

ENGINES:
1. NO BIG BLOCKS! Maximum engine displacement:
GM - 350c.i. - Chrysler - 360c.i. - Ford - 351c.i.
2. Blocks must not be altered in any way so that it could not be used in a street legal production car, OEM block only.
3. Aftermarket steel engine mounts allowed
4. Maximum allowable overbore for cleanup - .060 (4.060)
5. After market oil pan with side kick out OK
6. Oil pre-lube system OK
7. Wet sump only

CAMSHAFT:
1. 4 Barrel carbureted cars subject to a vacuum test of 14hg of manifold vacuume for (1) minute at 900 RPM for the purpose of teching for low / mild performance cam. Must provide an easy access vacuum port on the intake manifold for the purpose of checking vacuum.
2. Optional .465 valve lift (max.) intake and exhaust camshaft, can only be used with the Edelbrock Torquer 2 intake manifold and one Holley 4412 carburetor
3. No roller lifter application camshafts.
4. Cranking compression, hot off the track, 185 anytime.
5. No gear drives allowed.
CRANKS:
1. Stock OEM steel or cast iron stock stroke; CHEVY 3.480, FORD 3.500, CHRYSLER 3.580 stroke crank OR Scat series 9000 stock replacement OK
1a. No knife edging, No lighting, No offset grinding, No stroking, No destroking, No any other after market cranks of any kind. No lightweight cranks allowed Crank is to remain stock and will be teched.
2. Must have One inch inspection hole in oil pan for visual verification of crankshaft.
PISTONS:
1. Stock OEM piston allowed OR cast or forged 2-valve OR 4-valve relief flat top piston allowed.
2. No lightening of any kind. No domed pistons allowed. Pistons are no touch.
3. Floating wrist pin OK
CONNECTING RODS:
1. Stock OEM connecting rod allowed.
1a. No H-beam rods allowed. No aluminum connecting rods, No lighting of any kind. No grinding or polishing beams. No after market hi-performance connecting rods allowed.
2. After market hi-performance connecting rod bolts OK.
3. Shot peened OK.
HEADS:
1.  2.02 intake (max.) 1.6 exhaust (max.) valves allowed.
1a. No Vortex heads, No fuel injection application heads, No aluminum heads allowed, No port matching No after market heads allowed, No pocket porting or blending, No acid etching. No angle milling.
2. Stock appearing stamped steel rockers only. any ratio
    2a. No alloy, roller tip or chrome-molly rockers allowed. No roller rockers.
    2b. OEM Stock shaft mount rockers only for Chrysler and Ford
3. Screw in studs OK, Guide plates OK. Large valve springs, any spring rate OK.





EXHAUST SYSTEM:




1. OEM cast iron exhaust manifolds. 2 1/4" exit max
2. Brezinski exhaust manifolds ok    2 1/4" exit max
3. Center dump "Ram Horns" type manifolds OK.
4. Exhaust must extend past firewall and turn towards ground.
5. Maximum 2-1/2" O.D. exhaust pipes.
6. Dual exhaust, crossover or 'Y' pipes OK.
7. Maximum dB reading 95 decibels at 100 feet.
8. Mufflers and tail pipes must be mounted below or underneath stock floor pan.
9. No part of the exhaust system is allowed inside the driver's compartment.
FUEL SYSTEM:
1. Mechanical OEM type push rod fuel pumps only.
2. One unaltered OEM Four barrel or untouched Holley 4412 Two barrel carburetor
3. May remove carburetor choke plate.
4. No carburetor spacers.
5. One .25 inch (maximum) thickness gasket only.
6. Top flow air cleaner housings OK
7. No cold air boxes or air cleaner duct work.
8. Fuel cell required, must be in minimum 22 gauge steel container.
9. Fuel Cell must be securely fastened in trunk with minimum two solid steel straps around entire cell.
10. Metal firewall must be between driver and fuel cell.
11. All cell mounts must be steel, securely welded to frame/cage.
12. Fuel cell vents, including cap vent, must have check valves.
13. Fuel lines through driver compartment must run through metal pipe or metal conduit.
14. No fuel filters in driver compartment. One fuel filter only. No cool cans.
15. Roll over check valve on fuel cell vents required
16. Any OEM stock untouched Intake manifold, Cast iron or OEM Aluminum, can be used.
16a. Untouched Edelbrock Torquer 2 intake manifold may be used only with  Untouched Holley 4412 and .465 max valve lift camshaft.
17. Fuel cell cap must have a small safety chain connected to the car.

COOLING SYSTEM:
1. Minimum two-core radiator
2. Aluminum radiator OK
3. Must be mounted in front of engine.
4. Must have an overflow container.
5. Serpentine belt pullys OK
6. Underdrive pullys OK
7. Aluminum water pump OK
8. Electric radiator fans OK

TIRES AND WHEELS:
1. Any D.O.T. street legal tire: Sizes 215/70R/15, 225/70R/15 or 235/70R/15 OR their equivalent in 75 series, only. 8" tread width max.
2. Maximum wheel rim width is 7". Steel wheels only
3. No mag or aluminum wheels allowed.
4. Aftermarket steel wheels with bead lock are allowed.
    4a. Wheel studs may be replaced with larger studs up to 5/8 inch diameter.
5. Any OEM wheels utilized on the right side of car must be reinforced.
6. Minimum tire pressure 28 psi. at all times on right side tires.
7. All tires will be checked thoroughly for over aggressive tread patterns.
8. 15" tire and wheel only.
10. Wheel spacers OK
11. 2, 3, 4 inch offset wheels OK
12. No racing application tires. No snow tires, No siping, No groving, tires

FRAME AND SUSPENSION:
1. Frame must be stock only.
     1a. Front and rear sub frames must be stock for year, make and model of car utilized.
     1b. No cutting, sectioning or redesign of any frame or sub frame to change the stock location of any suspension component or engine placement unless noted.
2. No reinforcing or modifying allowed for frames / sub-frames GM cars only
     2a. Some reinforcing allowed for Ford Mustang, T- Bird, Mercury Cougar and Chrysler A, B, E, and J- body frames only at the discretion and approval of the Tech Inspector.
     2b. Some reinforcing allowed of rear GM uni-body frames only at the discretion and approval of the Tech Inspector.
3. Wheel base – Minimum allowable 105 inches. Wheelbase must match measurable wheelbase for car utilized +/- 1 inch.
4. All components and parts must be stock.
    4a. No weight jack devices of any kind allowed. No spring buckets, fixed or adjustable allowed.
5. Fixed spring buckets allowed on rear of coil cars only.
6. Adjustable rear spring hangers allowed. 8" in length max. No sliders
7. Fixed lowering blocks allowed.
8. Front or Rear sway bars must be stock. Sway bar links can be reinforced
9. Any crash damage repair must locate the suspension components in their original positions with a minimum of reinforcement. All repairs subject to Tech inspection and approval.
10. Stock "A" arms OK.  Aftermarket "A" arms allowed. "A" arms may not be lengthened, shortened or modified in any way. Ball joint and ball joint location must be stock.
10a. Some reinforcing allowed for Ford Mustang, T- Bird, Mercury Cougar and Chrysler A, B, E, and J- body lower "A" arms only at the discretion and approval of the Tech Inspector.
11. No after market racing application front spindles or brake rotors allowed.
12. No modifications to spindles or rotors allowed.
13. All shocks recomended be racing application type non-adjustable and must be mounted in stock location to stock mounts. No coil over, No coil boosted, No air shocks, No reservoir adjustable shocks
14. Shock extender bolt on left rear only, OK for Camaro chassis
15. Racing application springs allowed
16. Bumpers can be stock OEM. Aluminum bumpers OK.
17. Front and rear bumpers must be mounted at approximately stock height and location.
18. Front and rear bumpers must have metal plates covering full width of bumper securing ends of bumpers to the quarter panels.
19. Front and rear bumpers must have safety chains mounted to the frames.
20. Square tubing bumpers OK
21. All ballast weight must be mounted with a minimum of two (2) 1/2" or 5/8" grade 8 bolts OR two (2) weight mounts, painted white and have car number on each weight.
TRANSMISSION:
1. Automatic transmissions only
2. Powerglide transmission for GM cars only, OK
3. Must be unaltered OEM
4. Unaltered OEM front pump assembly, original bellhousing
5. Minimum 10 inch diameter, fully operational, torque converter containing a minimum of three quarts of fluid
6. Torque converter must have a drain plug. And is to be drained only in the presence of the Tech Official. To verify torque converter is operational. When required.
7. All forward gears and reverse gear must function.
8. NO direct drive couplers allowed
9. NO "Dummy" tourque converters allowed
REAR AXLE:
1. Stock GM or Ford 9"or Chrysler 8 3/4" rear ends allowed.
2. Floating axles OK
3. Gear ratio optional
4. No aluminum housings, No aluminum spools, No Detroit lockers, No Gold Tracks, No traction control devices of any kind. No lightened ring gears
5. Locked rear ends allowed.
6. Drivelines must have two (2) retaining straps, one (1) near the front and one (1) near the back. May be made of chain or metal strap.
7. Drivelines must be painted white.
     7a. No aluminum drivelines.
8. Must have 1" inspection hole in rearend housing
9. GM 10 Bolt must have aftermarket racing application axle in the right rear no exceptions
BRAKE SYSTEM:
1. Complete OEM 4 wheel brakes in good working order required.
2. No turning brakes of any kind allowed.
3. All 4 wheel brakes must work at all times.
4. No dual racing type master cylinders or balance bars allowed.
5. Unaltered OEM working master cylinders must be mounted in OEM location.
6. No adjustable proportioning valves.
7. OEM rear disc brakes OK
8. Aftermarket racing application disc brakes allowed on rear only
POST RACE INSPECTION / TEARDOWNS:
ANY DRIVER REFUSING TO ALLOW POST RACE INSPECTION OR TEARDOWN WILL
LOSE ALL POINTS FOR THE NIGHT AND ALL PREVIOUS RACE NIGHTS.
PROTESTS:
1. A protest in writing, by any owner or driver, on an approved Santa Maria Speedway protest form, along with $200.00 cash, may be filed with the Chief Steward within fifteen (15) minutes following the finish of the event.
2. Protests will be settled by the "Protest Committee".
3. If the protest is upheld, the $200.00 fee will be refunded.
4. If the protest is denied, the $200.00 will go to the SMS Driver's Benevolent Fund.
5. In the event an engine tear-down is required, the only persons allowed at the tear-down will be the SMS Tech Inspectors and the car owner.
6. Frivolous protests will be denied.
    6a. No protest will be accepted that is directed at a decision of an official, including but not limited to timing and scoring decisions, inspections and race procedure decisions.
6b. Discussion as to official rulings, race procedures, etc. will be conducted with the driver only.

I KNOW THAT SOME CHANGES HAVE BEEN MADE TO CURRENT SMS RULES AND BAKERSFIELD RULES SINCE THIS SET OF RULES WAS SUBMITED.

SOME COMPETEITORS SAID THERE IS TO MUCH "GRAY AREA" IN OUR CURRENT RULES

IS THIS SET SPECIFIC ENOUGH?? OR NO??

if the rearend rule was changed i would have no problem changin the other things to go play but the  rear end in the biggest thing for me

I am assuming you have a Ford 9" ??   If so I can understand not wanting to change it out just to race here a few times a season. I run a Mopar 8 3/4" rear end which is very similar in design to the Ford 9". I have not dominated or won every race because of it. It made no difference. Neither rear end, 9" or 8 3/4" has any mechanical advantage over the stock GM 10 Bolt other than a wider gear selection and cheaper replacement part prices.

Tate, call the track and see if they will let you run one or two races with that diff. (WORTH A CALL)  Glen , the first new rule should be no battle tanks (Mopars)............... Grin   Maybe a spacer or offset wheels. I could care a less....................Just want to race. Wink.pete

Ivan at bako has let sms factorys run with bako for 2-3 years, the cars are really close.  you shouldn't have to change anything, that's what were working for. the cars that have made changes and tried to run with us have carb, intake leaks and other issues. the bako schedule this years doesn't have the 3-4 week breaks it did last year. so your not going to have the time to make the changes to your car. just call the sms office and see what they say (805-202-1492) ask them if you can run your car(BAKO RULES) the way it is?

Smiley Grin Cheesy GrinOffset wheels and wheel spacers, I like that not too exspensive of an option if a guy wants to buy them. And the wheel spacers can be home made (empty Coors cans from Pete).

Like we have all said before, small CHEAP changes always lead to something else. Everything has an opposite reaction. Wheel spacers and offset wheels are simple but do cost money. Then what? Maybe wider lower a-arms...cars are handling better so now we need more power? it always is small then adds up....dont change a thing! quit trying to cost yourselves money! LEARN TO DRIVE FAST WITH WHAT YOU HAVE! Rickybobby, please just learn to drive. Mopar, show me you can load car on trailer without pushing it up manually. Morgan, come as much as you want...don't be bullied by heat race winners and wallbangers.
P.S. sorry ive been gone, the party on Jan 1 was an A+ I left a little early cause a couple of drinkers were saying a little too much and I thought it be better that I leave before I turned it into a redneck fighting affair....lol.
