Rear bumper question

Should i mount my fuel cell loops to the bumper or the chassis? I mounted them to the bumper last year and barley got tapped and it folded the bumper under

are you serious? mount them to the car that way if your rear bumper gets broken off early on you can still run with out it and still have your protection for the fuel cell...
